States are passing laws requiring "Hands Free" cell phones. They are missing what causes the problem. It is easy to drive with one hand. I doubt any State refuses a driver's license to someone who only has one hand. What causes accidents is distracted driving. The distraction may be in part just talking to someone, but it is not feasible to outlaw all autos carrying more than one person.
The real problem is drivers: Looking at and playing with the cell phone!
Most states have law outlawing Television that can be watched by the driver. Government should outlaw screens on all cell phones. Looking at and playing with the screen on a cell phone distracts drivers from watching the road. Most of us remember when telephones had no screens, and many home phones are that way today. These phones work perfectly well. But, Cell Phone Manufactures are doing everything possible to make cell phones distracting entertainment devices. They put in everything from: phone books, text messages, calenders, photos, games, calculators, scheduling memo's, and cameras; all of these require the user to look at and concentrate on the tiny cell phone screen. Except for the Phone directory, none of these are relevant to the fact that after all it is a telephone.
Answering a call on a Cell phone can be done without looking at it. With a little planning calling can also be done safely.
For years I have been able to dial 90% of my calls without looking at a screen or phone directory. Here is my method:
Better Cell phones like Motorola, and LG; but not NOKIA or Samsung. Allow two digit speed dialing. Good land-line home phones have the same.

If we are interested in saving lives and reducing accidents. Government must STOP the Cell Phone Manufactures from making and marketing devices that distract drivers.
